Sending safeguards

Steps overdue by more than a day are never sent late, so server downtime will not trigger an avalanche of twelve emails to one person. A reservation before sending makes sure the same email does not go out twice. Quiet hours between 23:00 and 8:00 follow each viewer's own time zone, and a manual send date takes priority over the countdown from the session time.
